Nancy Hill, Director
Spokane County Regional Animal Protection Services
Nancy Hill has more than 25 years of experience working in animal protection and control. She has been with Spokane County Regional Animal Protection Service (SCRAPS) since 1986, working as an animal control officer for 10 years and then as animal control director since 1995. Under her governance, the agency has come to be regarded as a highly respected resource by the public, media and other agencies. Nancy also has experience working as a zookeeper and managed a cat shelter that housed more than 400 cats.
Nancy is a frequent invited instructor and speaker at the Washington Animal Control Academy and at conferences including No More Homeless Pets, Pacific Northwest Animal Care and Control and the National Animal Control Association.
Nancy served as the president of the Washington Animal Control Association from 1999- 2004, and is the founding member and current president of Friends of Pets, a coalition of Spokane-area shelters and rescue groups dedicated to ending euthanasia of pets in their community. She was elected to the National Animal Control Association board of directors in 2005 and currently serves as its vice president.
Nancy holds a special deputy one commission with the Spokane County Sheriff’s Department. She is a proud mom to two shelter dogs, Cookie and Amy, and enjoys basketball, hiking and spending quality time with her husband and two children.
Gail Mackie, Executive Director
SpokAnimal C.A.R.E.
Gail Mackie is Executive Director of SpokAnimal C.A.R.E. and has been with the organization since it first opened on January 1, 1984. She was formerly Director of the Humane Society of Cowlitz County, which served the community during the eruption of Mt. St. Helens.
For many years, Gail served on the Board of Directors for the Washington Federation of Animal Care and Control Agencies, both as president and vice president, and is the organization’s current treasurer. She is also a member of the Washington Animal Control Association and is active in the state joint training conference for both agencies. Gail is on the Board of Directors for the Washington State Horsemen and serves as a participating member representative for Region 6 of the United States Dressage Federation.
Gail has been a member of the Society of Animal Welfare Administrators for many years and served on the Washington State Fatality Review Board, which viewed closed fatality cases involving intimate partner abuse.
Gail has extensive experience managing veterinary clinics, boarding kennels and horse farms. In her spare time, she raises Lipizzan horses. She also manages rental property, owns a feed supply store and tries to keep up with her nine-year-old daughter, Cyra, the light of her life and a SpokAnimal volunteer. Gail also enjoys following Gonzaga University women's basketball, gardening, hiking, camping and reading books by Ann Rule.
Dave Richardson, Executive Director
Spokane Humane Society
Dave Richardson has been Executive Director of Spokane Humane Society since October 2005. In this role, Dave is leading the organization through a period of growth and change that includes fund development, strategic planning and assessment of the agency’s programs and services.
Richardson has more than 15 years of experience in non-profit management, public relations and financial development. He previously worked for the Second Harvest Food Bank as Associate Director of Public Affairs and Donor/Agency Relations. Prior to that, he had a very successful executive career with the American Red Cross as its CEO in Wyoming, its Executive Director in Central Oregon and its Deputy Director for the Inland Northwest Chapter in Spokane.
Richardson lives in the hills outside Spokane with Mona, his wife of 25 years, and their gaggle of four-legged, finned and feathered family members.
